Chinese winter fashion

Okay so all the young Chinese girls here pretty much wear nothing on their legs in this freezing weather!  I usually have to wear a couple of layers to stay warm so I don't understand how they can walk around with just tights on or stretch pants and nothing else.  I asked my co-worker about it and she said it was simply because the girls here would rather dress cute than be warm.  Obviously.
